In Europe the Green Dot policy has been implemented in about twenty European Union member states and has proved to be effective and efficient. Only a few states have a policy other then the Green Dot. So does the Netherlands.
Since 1994 the Packaging Covenant has been the Dutch policy for waste. Now, ten years later and at the end of the third Packaging Covenant, the effectiveness of this policy decreases and the efficiency is being questioned.
A comparison has been made between the Dutch Packaging Covenant and the Green Dot Policies in Belgium and Germany. From this comparison a couple of conclusions can be made.
A first conclusion can be found in the (cost) structure of the policy. The Green Dot policy is centrally organized. Where the Packaging Covenant has various responsible associations, for each process another, the Green Dot knows only one association for all the important processes. This association also takes care of the financial part of the policy.
The overall Green Dot policy charges a tariff on the different materials, like paper, metal and such. The companies pay per kilo used material, which stimulates the reduction of waste. In the Netherlands companies pay an amount over the turnover it creates in a year, it does not matter how much waste it produces. This does not stimulate reduction at all!
A second conclusion is that the effectiveness could be increased if the role of the citizen would be included in the policy. At the moment the policy focuses specifically on companies leaving out the possible role of citizens altogether. While the citizen can do much more with waste and develop his/her own role if the right instruments are available.
